Concerning setting up unemployment insurance system, one purposeis to guarantee basic living cost during unemployment period; theother purpose is to help unemployed people to be reemployed again.The employment guarantee has become a developing direction ofunemployment insurance. From the reemployment promotion point ofview, the paper demonstrates malpractices of unemployment insuranceand correspondent improvement proposals. Below three parts are themain extensive demonstrations.Charter 1 Rational thinking of unemployment insurance andreemploymentSection one: Do the law positioning on reemployment.Reemployment makes the laborers and production material connectedtogether from separate status, and this make laborers obtain theemployment chance and working right. Reemployment helps unemployedpeople to achieve the working right, which is one basic guaranteeof human rights. During the reemployment process, laborers obtainthe physical materials for living and developing, which guaranteethe living right and developing right.Section two: Reemployment is the one of the value purposes ofunemployment insurance through theoretical and practical analysisand demonstration. Unemployment insurance system not only offerbasic living conditions ,but also offer more chances for reemploymentand emphasize on the preventive function and reemployment functionof unemployment insurance. Regarding reemployment as one ofimportant purposes of unemployment insurance system to make full useof functions of unemployment insurance and reemployment, this is ourcountry situation requirement and necessary requirement ofreformation. Helping unemployed people to achieve reemployment isalso international trend of unemployment insurance system.Section three: Emphasizing analyzing that the unemploymentinsurance will be a powerful guarantee for reemployment and apromoter for socially fully employed. The active unemploymentinsurance system not only offers economic relief but also effectivelypromotes employment of unemployed people. The system can alsoguarantee the achievement of laborers working right, smoothprofessions transferring and unemployment terminating.Charter 2 Impacts of our country unemployment insurance system'defects on promoting employmentSection one: Analyzing the impacts of the narrow unemploymentinsurance coverage on reemployment. The system has a very limitedcoverage scope, which makes unemployed people have differenttreatments in deferent working units, this will bring different laborcost to enterprises, and therefore this will limit the laborersreasonable movement between enterprises, and bring a big obstaclefor employment of unemployed laborers. The limited coverage scopenot only limits economic interconnection and development between theurban areas and rural areas, but also limits the reemployment chances.But for the unemployed laborers who are not covered by insurance,they cannot get the reemployment guarantee, this definitely bringa negative impact for the reemployment.Section two: The paper demonstrates limited unemploymentinsurance fund also limit reemployment functions. Some insurancefund management issues like: controlling problems,higher managementcost,lack of supervision ,lack of fund,waste of fund,unreasonable usage of the fund and fund collection difficulties, allthese issues affect reemployment. Inefficient reemploymentpromotion will definitely affect its functions exerting.Section three: Analyzing that the current unemployment trainingsystem also creates some obstacles for reemployment. Theunemployment training system does not have unified norms, for example:lack of supervision and management for social training institutes,impractical and unfocused training content,deviating from marketrequirement, all these defects affect our country trainingperformance, and badly well organized training cannot improveunemployed laborers qualification. So we can say, failedunemployment training system is one of the main failure reasons fornot providing reemployment service.Section four: The paper demonstrates the impacts thatunemployment laborers statistics system on reemployment. Statisticsfor unemployed laborers is an important part of unemployed people.There are some defects in unemployment statistics system, for example:statistics figures are not accurate, Statistics figure only includethe recorded people etc. all these can cause mistakes of missingrecords or double records, statistics figure doesn't reflect thereal picture. This bring a waste to our employment capital which isalready not enough, It is not good for using insurance capital tofocus on relieving unemployment pressure.Charter 3 Legislative strategies for promoting reemploymentfunctions by strengthening unemployment insuranceSection one: Legislative proposals for increasing the insurancepayout proportion on reemployment. Keeping the support forreemployment by insurance capital. At the same time, setting up moreprojects to support employment payouts, encourage unemployed peopleto be employed in some other cities, increase the unemployed peopleinitiative force for reemployment. Meanwhile we should keep a certainrelation between unemployment insurance capital distribution andperformance of reemployed people, decrease unemployment period ofunemployed people and strength the supervision and management ofinsurance capital in order to exert the promotion functions ofreemployment.Section two: Strengthen reemployment training mechanism andrelated strategies. Unemployment training purpose is forreemployment. Setting up restraint and incentive system forreemployment training, Implement some compulsory measures tostrength unemployment training which can bring a better involvementrate and make unemployed laborers obtain more working skills, thelaborers will have more adaptability and flexibility in broad rangeemployment market.
