Researches On Evaluated Index System And Model Of Regional New Road To Industrialization

The sixteenth national congress of the CPC clearly states that one of the major goals of national economic construction and reformation in the first twenty years is that achieving industrialization primarily, and it does make the new road to industrialization, implementing the strategy of national rejuvenation through science and education and that of sustainable development as the principal goal of the eight goals that we should seize related to the globalization.It is, therefore, necessary to persist in using IT to propel industrialization, which will, in turn, stimulate IT application, blazing a new trail to industrialization featuring high scientific and technological content, good economic returns, low resources consumption, little environmental pollution and a full display of advantages in human resources. Regional economy is the important part of national economy and regional industrialization is foundation of national economic industrialization. Not only it is the requirement of leaping development of implementing regional economy but also it is the concrete action of carrying out central decision that questing for new road to industrialization that suits for native facts. It is a strategic problem that need currently solve imperatively in Changchun city that how to make the best of the advantage condition what we confront and development environment, designing industrialized progress and improving development level of Changchun city based on building a well-off society in an all-round way. It is necessarily that we should resolve these three problems as follows in order to achieve new industrialization and speed up economic development in Changchun: first, improving technological content of economic development in Changchun as soon as possible, searching after combined mode of science-tech and economic development of Changchun, finding out rapid economic growth of Changchun; second, fully considering social costs of economic development, analyzing the balance point between environment expenses and economic benefits, resolving contradiction between economic growth and environment resources appropriately; third, resolving the problem of employment and urbanization properly. In order to resolve these problems, we should find out a way to new industrialization with Changchun characteristics based on the facts of itself. Based on the above historical background and practical significance, this paper emphases on constructing theoretical system, index system and synthetical estimation model of new road to industrialization, and then applies it on Changchun city in order to provide scientific decision-making foundation for its government department, so as to propel industrialized development progress of it. The first chapter is the introduction part that introduces selection background, significance research status quo of interrelated contents inside and outside country, the main studying contents of this paper, and presents research method and technological way of it at last. The second chapter mainly does some theoretical researches on industrialization, new road to industrialization and regional new road to industrialization. The first, expounded the meaning theoretical foundation, rudimental mode and estimation theory of industrialization. The second, discussed the connotation, characteristics, procreant historical background of new industrialization and the relationship between information and industrialization. The third, expatiated the theory of regional new industrialization from five points of view: (1) strategic mode and selection principle of it; (2) policy environment and effective system arrangement of it; (3) operation mechanism between regional industrial structure advancing and employment; (4) researches on new industrialization and regional science-tech innovation system; (5) researches on supporting system of new industrialization and regional science-tech.The third chapter studies the evaluated index system, evaluated standard of industrialization and its corresponding method; next, construction of the evaluated index system of new industrialization which includes the objective and requirement, fundamental rule of constructing the index system. It emphases on constructing the index system of new industrialization from seven aspects, that is: development stage of industrialization, structure changing, science-tech contents, economic benefits, condition of resource and environment, avail of human resources and labor productivity, information level of industrial corporation. The fourth chapter applies hierarch analytical method to resolve the index weights of new industrialization and constructs the comprehensive estimation model of regional new industrialization and the corresponding determinant standard, and then finds out the model system which can weigh out the progress of it through diverse analyzing and researches. The fifth chapter firstly analyzes and studies the status quo of economic development of Changchun city from four facets: the level of economic development, development speed, economic structure, consumption level and structure, and then summarizes the economic whole advantage and existing problem of Changchun city; secondly, estimates industrial level of Changchun city; thirdly, applies the comprehensive estimation method of new industrialization to evaluate Changchun city then analyzes the influence factors of corresponding index in model system; finally, put forwards strategic pivot, orientation of Changchun city's new industrialization development and its corresponding measures and advice based on the above synthetical analytical estimation about Changchun city.
