| Nowadays,the countries that can represent the agricultural support and protect in the developed countries are EU, the United States, Japan etc. The agricultural support and protect system of these countries developed perfectly. It has developed into a perfect system, which covers producing, circulating, exchanging and consuming aspects of agriculture. Investigation and lessons drawn from the agriculture support and protect policy in the EU, the United States can enhance the foundational position of our Chinese agriculture, and to push the agriculture to change from the low efficiency property of weak quality to strong quality property, and improve the valid supplying ability of agriculture product continuously, also, can improve the position of the Chinese agriculture in the world, and strengthen the international competitive ability of agricultural product of our country, and have important practical meaning in promoting Chinese agriculture to develop continuously ,stably and healthily . The whole paper is composed of five parts. The first part is about the connotation and theory of agriculture support and protect. To support and protect agriculture is a widespread measure that taken by the countries that want to develop their own agriculture and to improve the competitive ability on the international market .The basic connotation is put forward in this paper. Agriculture support and protect policy refers to a series of policies and measures that take the government as the main part and aim to make agriculture support the national economy to develop stably, continuously and harmoniously, to guarantee the efficient supply of agricultural product and stable improvement of the peasants'income; to safeguard the stability of the society and the positive circulation of the ecology; to increase the efficient supply of agriculture and to protect the benefit of the farmers. The theoretic basis of agriculture support and protect policy are the following ones. (1) The traditional theories include: the characteristic of agriculture of being weak quality property, the foundation of agriculture to the economic development in product, market, element and foreign exchange. (2) The new theories include: Theories of weak quality property; public fiancétheory, multi-factional theory. The second part is about the agriculture support and protect policy of WTO.WTO "Agriculture Agreement"started to produce effect on January 1,1995. It includes the following four parts: the market permission, import subsidy, domestic support and the hygiene of animal and plant quarantines. The core of WTO agriculture treaty is to dissolve the policies that will distort agricultural product. So that to realize the equal competition. WTO "Agriculture Agreement "restricts each member country strictly in agriculture support and protect aspect. First, cancel tariff wall measure and make it tariff; Second, cut down the agricultural product import tariff; third, normalize the government measure and export subsidy; Fourth, cut down the exit subsidy of agricultural product gradually according to the request of the WTO "Agriculture Agreement"each member country should speed up the adjustment to the local agriculture support and protect policy, then to adapt to the new situation of the international market, to improve the competition ability of agriculture and guarantee the farmers'income, so that can affect the agriculture production and trade of all countries and regions. The third part is about the basic and main contents of agriculture support and protect policy of EU and US. The main contents of this policy of EU: First, establish common market and build up common fund for agriculture, and offer the least expense for that common agriculture policy. Second, establish the price support system for agriculture product, which includes the target price, thresh holding price and interfering price; Third, guarantee the valid movementof market, and to perform the adjustable function through the interfering measures such as: interfering the procure, store subsidy, withdrawing subsidy, extending supply, export subsidy, import and export control, price subsidy, and single subsidization etc. Fourth, promote the productive adjustment and construction of agriculture and economic reformation. The agriculture support and protect system in the United States includes the following three aspects: First, the policy of developing the agriculture product, and cowering the cost, including the development of the foundational facilities in agricultural region and the push of agriculture science and technique universally, providing the agriculture credit with agricultural product insurance, revenue from special tax discount, and the subsidy of agriculture input; Second, the price support policy with income, including the price support, producing limitation, guaranteeing the supply. The third is about extending the need policy, including the extending of domestic need and the limitations of import. In 1990s, under the world agriculture product, the situation of the market is influenced by Euro-American agriculture, the United States a paid more attention to system of agriculture, science and technique, credit support, information message to wait the service support policy. The fourth part is about the reformation and characteristics of the agriculture support and protect policy of EU, the United States. The common agriculture policy of EU came force in 1962, and accompanied with the successive experience of agriculture 1960s and run short self-sufficient until 1970s, develop until 1980s behind the agriculture production, and increase the competition ability of agriculture and solve the problems in the interval to experience much adjustment with reformation.
