Utilizing the mutual analysis framework of "Nation and Society", andadopting the research method of theory and fact combination to the new trendof the village autonomy administration, this thesis emphasizes on the theoryapproach to the macro-system source for the ever-increasing administrationway of village autonomy organization under the background of urbanizationwith the detailed analysis of the development trend of village autonomy andurbanization drive.Recently, along with the fast development of Guandong economy andurbanization drive, the countryside appears the new features, which aredifferent from the traditional one. One is the dark expectation for the villagemass economy. As the government limits the development of the villageindustry, the village mass economy is becoming weaker and weaker day byday. As the large pieces of the village mass lands are urbanized, the villagemass economy is changing from the multiple development into the soleproperty economy in the economical-rich areas, and the contracted landincome in the economical-poor regions. The village mass economy has heavyhistorical debts with the unclear assets. The village mass economy shouldersthe villagers'share, medical, pension fund, and the other expenses such as thevillage schooling, sanitation, security, public administration , public facilitiesand so on. Secondly, as the urbanization drive has been hastening, the villagecommittee has to deal with the public administration and social affairs in theroutine work with the pouring of the non-native residents. Thirdly, the villagemass economy organization is separating from the village committee. Thehigh is the urbanization drive, the big is the gap between the village masseconomy and the village committee. The village committee is losing thecontrol of the mass economy.The new situation of the countryside under the background of theurbanization makes the village autonomy to appear the new trend differentfrom the traditional one. So it has changed the relationship between thegovernment and the village committee. The local government undergoes thereform of the village administration system in order to eliminate the dualstructure of the city and countryside, to drive the village into the urbanization,and to raise the regional comprehensive competition. Therefore, theautonomy of the village has taken great changes. First of all, the villagecommittee changes its work functions. It will not stress on the developmentof the mass economy with the separation of the government, enterprises andassets. Without the economical base, it decreases the autonomy contents a lot.Secondly, to readjust and brief the village committee work structure, thevillage autonomy is becoming the administering trend, focusing on the publicaffairs management. Thirdly, to carry out "fixing the function, theorganization, the staff, the fund and the dispatch", the village expenses suchas the office, salary, and welfare are offered by the local financial bureaus, sothe village committee is controlled in the aspect of money and so on. Thereform towards the village management system, from the phenomenon, isgood to adapt the urbanization and modernization drive. In fact, it increasesthe control the village autonomy organization so as to destroy the villageautonomy. The village committee is becoming the powerful government todeepen the trend of administration of the village mass autonomy units.The problem of the administration trend of the village committeebetween the government and the village reflects the nation and societyrelationship, and the mode of strong nation and weak society. The problem isnot only separating the relation of the common villagers and the villagecadres, but also the main reason for the quarrel of the current countrysidevillagers and cadres. Importantly, it will make the village committee worse,to destroy the spirit of the village autonomy, and to hinder the healthydevelopment of grass-root democracy. The main reason, I think, is thegrass-root macro-system with the following five aspects. First of all, thenational urbanization strategy and its contradiction. As the development ofthe urbanization and modernization drive, the government obtains rationallythe land resources for the expansion and capital from the countryside, and isalso responsible for the effective control of the village society. Hence, thelocal government is certainly to select the short-cut path to weaken thevillage autonomy so as to gain the land resources easily and tight control thecountryside. Secondly, the two laws, The Organization Regulations for theVillage Committee of P. R. China, and The Organization Regulations for theUrban Residents Committee of P. R. China have the huge difference to makethe local government to easily control the village committee in the currentdays of the village urbanization drive.
