Under the background of market economy developing rapidly,Performance management is a very important component of the humanresource management system. As a part of human resource management,performance management system is contacted with other systems, such asrecruitment, selection, compensation and development. Performancemanagement system designing is a complex problem, it is the preconditionand core of setting up human resources management system of modernenterprises.To establish a performance management system is a new direction forthe initiatives of managing performance and an important part of allmanagement system. It is an entirely new and critical task for all theChinese enterprises which will applicable to china's practical situation andmeets the needs for the enterprises to grow in today's economicglobalization. Especially to some little corporations changed fromstate-owned enterprises, it is a juncture for the enterprise's growth toestablish a scientific performance management system based on theenterprise's practical situation to improve its competition ability. Propertymanagement is an industry with low risk and small margin, investment inproperty management includes not only capital but also talents andexperience. As a result, it is an essential condition for the survival anddevelopment property companies to train employees with high quality andto strengthen management of human resources. It is also the foundation forproperty management companies to participate in competition and to makea difference in the field.The article take one service enterprise named Minxin PropertyCorporation as the research object, which in possession of more than 160employees and experienced the second strypped-down in 2002.The writeraim to establish a performance management system for this company on thebasis of the latest performance management theories and tools such as the360°assessment,MBO and the skills of KPI , etc. Via analyzing thestrategic target of the Company as well as business keystone, the realizationof performance targets and establishment of major performance indexesmay change prospects and strategies of the Company into executableperformance management process.The article consists of 5 parts.The first part starts with the introduction of the historical and currentsituations of Minxin Property Corporation, summarizes the development ofhuman resource management, corporation culture and strategic object.Section two introduces the theories of performance management anddiscriminates the terms of performance, performance assess andperformance management, analyzes and identifies the problems in thecompany's management so that a resolution can be found to tackle theproblem. These are the foundation of the establishment of departmentperformance management.The third and the fourth sections are the core of this paper. In this part,the writer shows the designing process of performance management systembased on the relevant theories and current situation in Minxin PropertyCompany, which including making job analysis, establishing job description,constituting evaluation principle, laying out performance criteria and thestandards, choosing the evaluation methods, the execution and control of theperformance plan, the performance appraisal and feedback, etc. The lastpart is the operation evaluation of the system and analyzing existingproblems to guild the future work.The article makes use of the substantial evidence analysis, compareabstract analysis, diagram illumination method to analyze the performancemanagement system of Minxin property company, and present theproblem-solving method.
