Countermeasure Research On The Development And Management Of Tourism Economy In Changchun Jingyue Development Zone

Tourism economy is a sun-rising industry with higher connectivity and higher integration.The development and management of Tourism economy is of great importance to a regional economic development.At present,Changchun Municipal People's Government has already listed tourism economy as its economic new growth point and future pillar industry.By approval of the Jilin Provincial People's Government ,Changchun Jingyue Development Zone,a provincial level development zone ,was established in 1995 with tourism economy as its leading industry.The Development Zone has very good conditions for development and management of tourism economy.However,it also has a lot of problems.To solve the problems,this article probes into them and make up countermeasures for development and management of tourism economy in the Jingyue Development Zone. The development and management of tourism economy in the Jingyue Development Zone must follow two principles of scientific development and development by the law.On these conditions,we draw up the countermeasures for efficient development and scientific management. The first,strengthening the ecosystem environment construction,protecting the tour resources,guaranteeing the tourism economy development and management in a smooth way. The second,optimizing the industrial structure, increasing the total economic amount of the Development Zone,speeding up the tourism economy development and management pale. The third,strengthening infrastructure construction, expanding the finacing channel actively, doing well in inviting investment and project construction. The fourth, working well in tour image designing, developing the special tour products, doing diversified promotion of the tour markets. The fifth, improving the quality of associate staff,establishing the managerial system of tourism, reforming the tourism business model. All in all,the Jingyue Development Zone should take the natural resources protection and the ecosystem environment improvement as precondition , according to the direction of thought that the program is scientific ,the layout is reasonable, the forest is the dependency, the development is unify, construction is matching, the development is harmonization, the people is rich and the zone is flourish. Fully make use of position resources and policy advantages, achieving the zone's goal of sustainable and hamonizationg development in economic growth. Take the industrialization of the tourism economy as the main line,take the tourism industry as the group leader, arouse the development of the related industry. The primary industry and the secondary industry should be associated as far as possible with tourism industry ,abundant the contents of tourism industry to provide the suport for tourism industry. Implement the industrial development strategy of "developing the third industry, optimizing the second industry, stabilizing the first industry", form the reasonable industrial structure of the full of special features of formation. Increase the science and technology devotion, lift the high-technology contents, promote the development with science and technology, accelerate the levelizational process of the industrial structure. Grasp the development opportunities, extend to the open outward,promote the business of canvassing and the funds of leading, raise the economic extrovert extent to make the tourism economy develop in hormony with social environment .Highlight the local special feature of the district, develop the big tourism, expand the big market, form the big industry and go into the big culture to joint international tourism with the high-quality products, high-performance facilisties ,high-level promotion and high-standard service.
