| Tendering-bidding works has twenty years history in our country. In comparison with developed country, our country tendering-bidding has a lot of irregularity. Till now, it hasn't erected specific applying detail, still part of bid only form. Otherwise, with entry of WTO, china economy is rapidly developing, Chinese economical construction famous with the world. Especially, after opening of China reform, foreign capital flood in China market, attract world big company to China. At the same time, Chinese company hurry occupy with the international market. In the world accept of opening, bid is precept, as to tendering or bidder, it is worthwhile to discuss mutual win. Otherwise, equipment is essential to operation of enterprise. It's good or bad affect company economical and social profit. Facing all sorts of supplier market, how to reach to good quality, low price, regularity purchase, it is import to discuss process of purchase. From 2001, I'm responsible for bid of equipment and material of company project, take part in and organize thirty times tendering or so, and accumulate some experiments. Because I'm busy, it is no time to summarize and arranges working experiment, now I try to explore feasible method in theory model. All these are my idea for this thesis. I think CHPC has problems through my concrete work. As follows: 1. Tendering is only form because equipment tender have not discriminated. 2. Project funds can't reach to supplier in time, affect heating equipment quality. Now CHPC heating fee rate is 80%, heating price is made of government in 1994. But material is surprisingly apparent, so heating company is from little profit to debt, all make deficient in purchase equipment funds. 3. Simply applying low price policy can't make supplier quality guarantee. 4. Cash payment can't meet actually need, end cash payment by car and house counter cash of equipment weighing, make of low quality of product. 5. Now bidders concentrate in personal relation, neglect contents of bid technology, make of low quality of product. 6. Bidders supply price isn't reasonable, scientific arbitrary bid, short of consciousness of accurate product price. 7. Over emphasize on short profit, new product and new tech can't populate. 8. Bidders person has lower quality for, service after sale can't catch up with. 9. Tendering company has different, they can't meet demand client. 10. Tendering companies have deficient figure, affect access quality of bid. 11. No order contention among tendering companies, affect ordinary assess did. 12. Methods of assessing tendering company aren't reasonable and scientific. 13. Item of contracts isn't concise, applying of contract isn't serious. According to mentioned reasons and extent problems. We propose bid by theory model of category (A, B, C) heating equipment .It make all kinds of interfering factors reach to minimum, propose Improvement program, I also propose improvement countermeasure and advice, ensure perfect fulfillment heating equipment bid. The thesis has five parts, concise contents. The first chapter,concisely introduction background of thesis, thesis base and thesis meaning, explore bid relate theory and definition.
