There are three phases in the development process of China's urban land market: establishment, amelioration and intendance. In that process it is assisted by some countermeasures, both of them conduce to the amelioration of land market. However, the urban land market of China, which at its elementary development phase, is also faultiness. Firstly, the land market is not mature, the market extends and development degrees are in the low level. Secondly, the relationship between demand and supply of the market is unbalance. Thirdly, the mechanism of competition is not carried out in the land market-acting course, the land price may not prescribe by the relationship between demand and supply of land market. Finally, the law and statute of land market should be enriched and improved. The land market management system plays the significant role in the land resources collocation and land use, by means of which the efficiency of land use may be upgraded. Accordingly, the choice of land market policy, goals and measures of land market management has become the vital problem connecting the legally development of land market.It is difficult to locate the certain reason which affects the development of urban land market, for there are so many various reasons immingling in it. To probe into the depth, it should analyze the action space and benefit space of each market participant. The Game Theory can provide the analysis with profitable tools.
