In 1999, Chinese State Department publicized the minimum living standard scheme statute for the townsmen was. This indicated the MLSS(the minimum living standard scheme) entered the legal management track. From then on, the MLSS became the most important content of social assistance policy.This scheme is an important scheme relating to the national economy and the people's livelihood. It ensured the people's basic living standard effectively. The people will never plunge into poverty gulf. The scheme has acquired remarkable achievement since it was implemented, but also brought some arguments. One of these arguments is whether the scheme has produced welfare dependence in the MLSS in China, just like the welfare-system country in the west, and there have no common cognition about this problem.The west countries have acquired plentiful and substantial production about the argumentation of welfare dependence. This research based on the before research, and it will have important theoretical and realistic meaning about perfect the theory of social security and accelerate the society develop in phase and steadily.This research tries to break all the research method before and made a demonstrative investigation as the case of Yuelu section in Changsha. This research take the method of questionnaire associated with discussion. It has a comparatively all-sided investigation on three lays: the beneficiaries from the scheme; common townsmen and community governors. This research tries to clarify the domestic argumentation of welfare dependence and bring out reasonable policy suggestions through reveal the true living state of the beneficiaries from the MLSS in China.
