Analyssis On The Reasons And Countermeasures Of Welfare Dependence In The Practice Of Urban Minimum Living Insurance Policy

The urban minimum living security system,as an important part of China’s social security system,is essentially an unconditional cash transfer system of the government.In recent years,as the country has vigorously promoted poverty alleviation,Beijing’s minimum guarantee system has continuously raised subsidy standards and improved related standards.The goal of welfare treatment is to overcome the problem of poverty in the real society,reduce the level of poverty,and achieve social equity.The urban subsistence allowance system exists as a "basket" policy,but in the actual operation process,there are various difficulties such as "surrendering insurance","raising a lazy man","noisy insurance",and even "deceiving insurance".Want to wear the "low-cap" phenomenon and other situations that are contrary to the original intention of the policy.The large number of people with subsistence allowances and low subsidy standards are still objective facts for a long time now.However,in this situation,there are still many people with working ability who still choose to be "raised" by the state,instead of seeking a way to find work to get more funds,which has hindered the healthy development of the urban minimum living security system.Therefore,only by conducting a deep-level analysis of the urban minimum living security system and continuously solving new problems and new challenges in the operation of the system can we better promote the fair,scientific and sustainable development of the urban minimum living security system.This paper mainly discusses the current state of welfare dependence in the process of Beijing’s social security operation from the micro-level in the context of the city’s minimum living security system.It mainly uses the N community as an example to conduct in-depth interviews with the welfare dependent objects in the community.Based on the theory of rational choice,the author believes that the four major aspects of self-restraint of strength,the full use of human resources,the sustainability of the consequences of actions,and the design of the system of subsistence allowances are the main reasons that lead to the phenomenon of welfare dependence.Finally,in terms of countermeasures to solve the problem of welfare dependence,drawing on effective measures for anti-welfare dependence in the process of foreign social assistance,combining with the specific domestic conditions,the minimum living guarantee for Beijing’s cities from the management system,withdrawal mechanism,verification methods and the full use of social worker valuesThe system makes constructive suggestions.
