Employment is vital to people’s livelihood,it is both a right and an obligation of social citizen,it is also an an important mean to improve the level of personal welfare and living conditions.Disabled people is a special group,ensuring equal employment for them has long been discussed.Judging from previous discussions on the employment for disabled workers,they pay more attention to "supply side",that is to say building on existing employment arrangements and policies to analyze problems and make corresponding recommendations.However,the "demand side" was less discussed.As a result,there will be new perspectives and inspiration if we can base on "demand side" to listen carefully to the voices of individuals with disabilities,further exploring the significance of employment for them,clarifying the driving force for employment and finding a path to realize employment.This paper focuses on "individuals" in order to answer the following questions:(1)What are the people’s willingness to obtain employment?On what basis do they want to obtain employment?(2)Except for economic factors,what does the employment mean?(3)Combined with personal experience,what are the factors that actually impede them to join labor market?(4)What can we do to help individuals find employment?For the explanatory framework,the study chooses Positive Welfare Theory.Because employment for disabled workers aims to mobilize individual initiative to actively resist risks by creating conditions for the development of individual abilities,as a developmental welfare arrangement,it is inherently compatible with the positive welfare theory.Thus from the perspective of positive welfare theory,the study attempts to find the significance of positive welfare by achieving employment of individuals with disabilities,the utility of psychological and social investment,and the measures of achieving employment.In terms of the research method,the paper adapts length interview method,in which the study interviews with disabled people and their family members.The study attempts to search the deeply voices and demands of disabled people,so as to have a deeper and more realistic thinking on the employment of disabled people.The study find that the reason why disabled people’s employment has become a problem is the result of long-term construction,negative welfare concept,"protection" form family,exclusion of interpersonal relationships and infrastructure in society,"escaped" enterprises,insufficient development of personal energy,all of the them "create" the low self-identity and the welfare burden in society.Therefore,in order to solve the problem of employment,we must fundamentally eliminate the social construction that producing negative view on employment of disabled people,ensure the space for individual ability development and barrier-free social participation conditions.This is also the premise and important content of positive welfare system.Combined with the theory of positive welfare,this paper believes that the following aspects can be considered to promote the employment for disabled workers.Firstly,the government needs to deepen the reform of government functions and try to play a "positive"role,at the same time strengthen the concept of positive welfare in policy to implement more positive measures.Secondly,"soft environment" and "hard environment" should be barrier-free to break negative social construction of disabled people.Thirdly,developing human capital from the perspective of superiority to enhance the ability to resist risks.Lastly,we have to construct multiple welfare subjects and build a positive employment support and security system.Based on the concept of positive welfare,this paper discusses the significance and path of employment for the disabled,it also provides reflections on the practical application of the theory of positive welfare in other welfare issues in our country.
