Cultivated land balance between requisition and compensation is a basic regulation based on national special land conditions. It has achieved great success since it was put into effect, however it has also encountered some problems that hinder its realization. One of the main ways to reach the goal is land arrangement which can improve the quality and production of mid and low cultivated land, increase the area of the effective cultivated land, speed the adjustment of agricultural industrial structure and development of agricultural economy, improve environment of farmers' living condition, encourage the farmers getting rid of poverty. The great significance of it lies in providing a guarantee for national food supply for a long run. But for the time being cultivated land balance between requisition and compensation has not played an important role for the reason that its testing method disagree with its purpose. The balance of the quantity should be stressed as far as the testing method is concerned. Disapproval of the improved land quality will hinder the development of cultivated land balance between requisition and compensation. To improve this, further understanding cultivated land balance between requisition and compensation is the assurance of food production and food supply. In China, cultivated land balance between requisition and compensation must be enforced. To improve testing method of cultivated land balance between requisition and compensation is to change quality into number index, set up dynamic mechanism of land balance, and eliminate obstacles. Two scientific, adaptable and operational ways to evaluate cultivated land balance between requisition and compensation are cultivated land fertility integration and production of cultivated land multi-liner-regressions.
