The performance measurement of civil servant is one of contents of human resource management of our government. As the new public management in many countries, and varies kinds of complicated and changeable economic and social environment, government officers have to face to all new events and new understands. Respond with this, traditional human management have changed very much, many new methods, ideas, and technologies are applied in government. And performance measurement from private part is focused in new public management.This paper reviews all kinds of theories of performance management, then uses modern management method to build a model of performance measurement of civil servant. In our model, we think about the inner content of performance and the relationship of varies factors. Based on this model, we surveyed the civil servants for the performance measurement and research it. Finally, we find that there are many problems in our governmental performance measurement now. For example, civil servants can't understand their objectives of performance measurement, and the indicators of performance are invalid, and so on. This problems always lead to some issue in the actions of performance measurement. This paper designs one new index of performance, and assesses this index through survey. In the end, we think about how to improve the system of performance measurement of our government, and give some useful suggestions.
