The performance measurement of civil servant is one of contents of human resource management of our government,and it is always an important aspect and difficulty for human resource management of public sector.It offers the objective basis for the appointment,the rewards and punishments,salary system and the training of the civil servants,and it has been an important way for the civil servants to improve,develop themselves and for the government to raise the management efficiency.Now,the research of human resource management in public sector in developed country is systemic,mature and thorough.The theory performs a very strong action to the practice.As the new public management in many countries,and varies kinds of complicated and changeable economic and social environment, government officers have to face to all new events and new understands.Respond with this, traditional human management has changed very much,many new methods,ideas,and technologies are applied in government.And performance measurement from private part is focused in new public management.
