In the recent year, with the rapid developing of Urbanization and construction of infrastructure facilities, urban area spreads little by little. Rural collective land around cities are taken over, which reduce the land of per farmer, Moreover, some peasants lost all their land which their lives depends on. Country land always plays various roles of production material, economic basis, social insurance and family development. Profit from land is initially the only source as well as the most ultimate and direct income. Once their land is taken over, Peasants will definitely face the poor life and uncertain occupation. They will be the new poor of the city (or between the urban and rural area ) when they are accept as a new resident. Whether compensations for the land-lose-peasant is reasonable, is the important factor of social steady and economic development. In one hand, the local government tends to increase fiscal incomes from land-transfers and invite investments from overseas on low-priced land. On the other hand, the peasants hope a well settle-down and a reasonable compensation. How to balance the city construction requirement and the peasants' hope, is a formidable research project.In this thesis, some economics methods were applied to analysis the goal and strategy of four players that include the government, real estate development, rural government and the peasants in the game. After comparison and analysis of the theory of property right bounding and the viewpoint of increase compensations, conclusions are draw. Firstly, we increase compensations establish an insurance system for the land-lose peasant in the recent. Secondly, we shared the city social insurance with the land-lose-peasant in mid-term. Finally, we marginally reformed the property right of rural land in the long run.
