On Compensatory System For Ecological Forest Under The Condition Of Market Economy Focused On Zhejiang Province

With the development of economy, exploitation of nature resources could meet increasing demands, but brings on the worsening ecological environment. Therefore, one of the focused studies for sustainable development is to realize ecological protection and economic development. Establishing ecological forest compensatory system, as an economic instrument, is an effective way.Preliminary study on ecological forest compensatory system is carried out with the theoretical bases of ecology, public economics, institutional economics and externality as well as with analysis and examples. The main study contents and conclusions are as follows:(1) Introduction. It puts forward the purpose, content and method of the study.(2) Domestic and international research progress. After reviewing numerous literatures, latest theories and policies at home and abroad of ecological forest compensatory system was summarized.(3) Theoretical base for ecological forest compensatory system. It includes classified forestry management, public finance and modern forestry. Ecological value of forest is the foundation for forest evaluation and compensation.(4) Analysis on ecology function of ecological forest. Forest has economic, social and ecological functions, and the last one classifies different forests. According to the specific function of forest, ecological forest can be divided into protection forest and special purpose forest.
