On The Problems And Perfection Of The Compensation System Of Ecological Public Welfare Forest In China

Forest resources also have economic and ecological benefits,while ecological public welfare forests are forests and woodlands that mainly play the role of forest ecological benefits.In order to maximize the ecological benefits of ecological public welfare forests,the State has strictly restricted or even banned the logging activities of ecological public welfare forests.The economic benefits of ecological public welfare forests are greatly limited.The failure to realize the economic benefits of ecological public welfare forests will dampen the enthusiasm of ecological public welfare forest operators to build ecological public welfare forests.Therefore,in order to mobilize the enthusiasm of ecological public welfare forest operators to build ecological public welfare forests,they must make up for the economic benefits of the loss,and the ecological public welfare forest compensation system is the means to make up for the losses.Although the existing ecological public welfare forest compensation system in China has played a certain role in forest ecological environment protection,it still exposes a series of problems in practice,such as single compensation recipient,narrow compensation range,single compensation method,lower compensation standard,affecting the sustainable development of ecological public welfare forest compensation.Therefore,it is necessary to sort out the status quo and problems of the compensation system for ecological public welfare forests in China,analyze the causes of the problems,and propose targeted improvement suggestions.In addition to the introduction and conclusion,the article is divided into four parts.The first part is the legal definition of compensation for ecological public welfare forests.It introduces the legal connotation,legal basis and core elements of ecological public welfare forest compensation.The second part introduces the current situation of China's ecological public welfare forest compensation system,starting from the emergence and development of China's ecological public welfare forest compensation system,and then introduces the achievements of this system so far,and finally puts forward the current present in practice.The main problems are the single compensation paying entity,the narrow compensation range,the single compensation method and the low compensation standard.The third part further analyzes the causes of the problems,trying to find out the problem from the root cause.The fourth part puts forward a series of suggestions for the above problems and causes,from the compensation paying body,compensation scope,compensation method and compensation standard,hoping to provide some favorable reference for the improvement and development of China's ecological public welfare forest compensation system.
