| The establishment of Forest Ecological Benefit Compensation Fund (FEBCF) by the Central Finance in 2001 and pilot activities of the Forest Ecological Benefits Subsidy Funds (FEBSF) throughout the county is a milestone for the end of long-term free utilization of forest resources and the new phase of budgetary compensation funding for forestry resources services. The forest ecological compensation system has experienced a gradual establishment process and the ecological compensation mechanism for public forests is urgent to solve for sustainable development of forestry. There is no doubt that the forest ecological benefit compensation system, which fits for socialist market economic system, will definitely promote the practices of ecological public forests and set a basis for rational management systems and mechanisms for eco-public forestry.Based on the background study on public ecological forest compensation mechanism, the author recognized the necessity and feasibility of forest ecological benefits compensation practice; the compensation factors, which include principle, compensation criteria, compensation body, compensation objective, compensation method, compensation ways and compensation periods etc., were analsised respectively in this dissertation. And public ecological compensation systems were proposed for forests of various ownerships. At the same time, based on the international and domestic achievements and experiences in compensating for the ecological forest benefits in addition to a necessity and feasibility analysis, a case study of the compensation criterion, compensation body, compensation objective and compensation process was carried out on the Dagangshan Nature Reserve of Chinese Academy of Forestry A set of reasonable and feasible compensation systems, a pilot framework for compensation mechanisms were put forward, and some advices on establishment and improvement of mechanisms and policies in compensating publicecological forests are proposed as well. |
