Strengthening ecological construction and safeguarding the ecology safety are the common theme that the mankind faced and also the important foundation of social and economic sustainable development in the 21st century in China. The forestry is an important source of the public goods and a basic industry, undertaking ecological construction and forestry products supply are an important task. The forestry is a very great job. With the development of non-public economy, the non-public economy ingredient develops unceasingly, the non-public forestry ingredient also develop. It is stated out that in "Decision on Quickening the Pace of Forestry Development" issued by the Chinese Central Committee and the State Council on Jun 25th 2003 that" fully developing non-public forestry by introducing the attitude of letting-go". So, non-public forestry has developed.The paper has interdisciplinary characteristic, also involves domestic and international institution, the correlation paper research space is extremely wild. So, I look for the methods of paper collection, historical analysis, comparison test and case analytical. Through collect, reorganize, digest and absorb these correlation research, quote many valuable contents, and we can compare, analysis and discuss this paper base on those research.This paper is formed by five chapters. Chapter 1 mainly explains the title selection background, Current situation of non-public forestry institution, researching purpose and meanings, researching thought and methods. Chapter 2 explains the concept of non-public forest, the situation of non-public forest institution. Chapter 3 explains the problems of non-public forest institution and points out the reasons of the non-public forest problems. Chapter 4: This chapter mainly explains situation and lessons drawn from foreign non-public forestry institution. This chapter introduces the current situation of non-public forestry institution of U.S.A, Sweden, Japan, and sum up foreign succeeded private forest institution experiences as its paying attention to its legal construction and institution to rule he behaviors of the non-public forest. Chapter 5: This chapter is very important. This chapter introduces how to perfect non-public forest. This chapter is based on the current institution has lots of problems, So I introduce how to perfect non-public forest institution.
