Study On The Reform Of Employees' Medical Insurance System In Towns And Cities In Zhejiang Province

Medical security system is one important components of social security system. It plays an important role in county's health as well as in economic and social development, and is one of the nation's basic social economic systems. In briefly reviewing the developmental history of employees' medical security system in towns and cities of Zhejiang Province, this report has introduced the basic principles and main points of basic medical insurance system reform for employees in towns and cities and analysed the general problems in social medical insurance as well as the difficulties in the operation of medical insurance system. Some measures have been put forward to solve these difficulties and problems, such as, to reasonably draw the scope for basic medical insurance; to cover all the insured employees in cities and towns; to explore suitable medical insurance payment system, to promote the reform of basic medical insurance system and medicine and hygiene system, and to speed up the establishment of complementary medical security system.
