Studies On Comprehensive Land Use Planning Based On Culitivated Land Quality

The development outline building the well-off society and the 16th Representative Conference of the Communist Party of China have put forward the new social development plan in an all-round way, in order to reflect the change of the land management direction, match the implementation of the social development plan, We need rectify and mend one new comprehensive Land use planning for the population, resource and environment harmonious development.This paper bases on geograpHical information system as the technological foundation, takes Song County for example, researches the rectifying method of comprehensive Land use planning based on cultivated land quality, offer the basis and pilot experience for rectifying of arranging new general Land use planning that will be launched around the country soon.The paper has introduced the research dynamic status in working out the land use planning both at home and abroad and this meaning studied at home, then introduced the theoretical foundation that the land use planning, the principle and ideas of the land use planning that should be followed. Taked Song County as the instance finally, Basis on 《Standard for comprehensive land use planning at the county level》 , 《Regulations for classification on agricultural land》, 《Regulations for classification on agricultural land》 and used MAPGIS6.5 software, completely analysied quantity of land, quality , overall arrangement, state of utilizing ,etc. in the county . According to the quality state of cultivated land , calculated out cultivated land ground production capacity every administrative area in the county land; Utilized farming land to grade the middle achievement, predicted land use quantity scientifically on the basis of fully understanding the quantity of cultivated land, quality, distributed the stating; Adjustedthe land use structure rationally, counted the quality of cultivated land that be built by the non-agricultural land during planning , in order to the balance of the cultivated land, and offer the strong data basis by the quantity type to realize the cultivated land is managed from quantity to quantity , quality , ecological. Defined the protection zone of prime cultivated land based on cultivated land quality state of county land finally, strengthened the science and effectiveness of planning, if only it is scientific to plan, the plan could be authoritative. Main research results:1. Appraise quality structure state of the current land. Use MAPGIS technology to reflect such information as the quantity of cultivated land , quality ,etc. on the current land use picture , grasp the cultivated land quality's distributing in the county, offer an multi-level rationally scientific basis for defining arrangements of other cultivated land of different quality in the area.Song County's current cultivated land quality situation indicate that by the look of distribute from region, Song County high-quality cultivated land distribute in Iraq, you fiver and his rivers and creeks place, tributary of two 'sides mainly, present the form of the branch and is distributed, but the cultivated land quality of the remote mountains area , light mountain area , hills area is relatively poor; By the look of limiting factor of cultivated land ,the irrigation, the slope, thickness of soil layer are the main limiting factors, and content of stone and gravel , organic content , soil quality , hydrogen ion index are relatively weak limiting factors, the limiting factors of the cultivated land quality that drawn from the dependency storehouse will offer the important basis for the improvement of the middle-and-low-yielding fields in the future2. Set up database of cultivated land usewith the help of MAPGIS6. 5 and EXCEL tool, we set up the cultivated land quality database of Song County.
