Will Kymlicka is a political philosopher in Canada , his ongoing research focuses on issues of citizenship in multiethnic democratic societies and with the challenges of nationalism and multiculturalism. Kymlicka think that there is a gap between the theory and practice of liberal-democracies, until very recently, liberal political theorists have had little or nothing to say about either state nation-building or minority rights, let alone the relationship between them. Current practices emerged in a theoretical vacuum, without any clear understanding of long-term goal or underlying principle. But theory is necessary, and it should guide the practice, so Kymlicka want to paper over the gap between theory and practice.Most countries today are culturally diverse. Kymlicka think that this diversity gives rise to a series of important and potentially divisive question, minorities and majorities increasingly clash over such issues as language rights, regional autonomy, political representation, education curriculum, land claim, immigration and naturalization policy and so on. Kymlicka believe it is legitimate, and indeed unavoidable, to supplement traditional human rights with minority rights. Because a comprehensive theory of justice in a multicultural state should include both universal rights, assigned to individuals regardless of group membership, and certain group-differentiated rights or "special status" for minority cultures. Kymlicka think that individualism and egalitarian are two basic and important principles of liberalism, and he argue that societal cultures are profoundly important to liberalism, liberal values of freedom and equality must be defined and understood in relation to suchsocietal culture. Liberalism rests on the value of individual autonomy------that is, theimportance of allowing individuals to make free and informed choices about how tolead their lives------but what enables this sort of autonomy is the fact that our societalculture makes various options available to us. Similarly, liberalism rests on acommitment to equality of opportunity------that is, equal access to educational andeconomic opportunities, as well to law courts, government services, and democratic forum, so equality is, in the first instance, a matter of equal opportunity to participate in these common institutions. Kymlicka argue that minorities can not get the these opportunities, so equal value require according them the group-differentiated rights in order to compensate for inequality that occur in the process of state nation-building.Kymlicka believe that there are three forms of group-specific rights, including self-government rights, polyethnic rights and special representation rights. But the group-specific rights impact violently upon the stability ,unity and order of liberal-democracies society, how to deal with these issues? Kymlicka insist that it be most important to maintain larger integrated political community, but it must depend on peaceful ways to manage the effects of group-specific rights: 1. Kymlicka put forward the group representation, particularly proposals to guarantee seat in the central legislature for the members of minorities cultural group , in order to make the democratic politics process more inclusive and ensure a voice for minorities in political decision-making. 2. Kymlicka think that one mechanism for recognizing and accommodating claim to self-government is democratic federalism, which divides powers between the central government and regional subunits. 3. Making the multiculturalism policy and reassess them periodically to ensure that they change with the times and promote integration of the ethnic group. At the same time Kymlicka believe the society unity must depend on the shared identity, history is important to build the shared identity, in addition to, society unity is influenced by conversation which all people take part in ,equal dialog, citizen qualities and virtues.In fact, although Kymiicka recognize the special group, he believe the individual right is prior to group right, that is, group right must be limited within the scope of constitution and law of state .eventually diverse culture can co-exist under the good4...
