| In past few years, the safety management situation in China has witnessed new changes, which finds its expression by the fact that it no longer only concentrates on occupational safety area as it did before; close attention is also given to social public security area as problems in that sector keeps arising. Lanjisu Cyber Bar event in 2002, the outbreak of SARS epidemics in 2003 and Beijing Miyun trampling event in 2004, etc. are just a few examples. These events have a strong threatening impact on people's life and property safety. Past researches on these events usually take system management approach. However over practice it shows that so far no satisfying results are conveniently reached. The fact that the traditional system management approach fails to function leads the management over safety issues in social public security area to a more important level. A majority of traditional researches on these subjects were made through holistic and systematic perspectives; distinct from those traditional researches this thesis looks at it from the angle of individuals. |
