There has been a quick development of seashore tourist holiday resorts in China since 1992, which, however, is still inferior to a certain extent to some other countries. The important question is how to understand exactly the characteristics of seashore tourist holiday resorts, endow them with lively images, and thus assure them of a sustainable development. It is culture that plays a vital role in the answer. This paper studies the developmental strategy of cultural seashore tourist holiday resorts, by making culture become the theme of developing seashore tourist holiday resorts and making cultural seashore tourist holiday resorts become one type of them.By the exercise of such correlation theories as tourism geography, tourist culturology, tourism marketing and the sustainable development theory, this paper firstly analyses the bottleneck in developing Chinese tourist holiday resorts, presents the advantages and disadvantages of developing Chinese seaside tourist holiday resorts, and the role that culture plays in solving the bottleneck problem. Upon that the paper puts forward the strategy of developing cultural seaside tourist holiday resorts, followed by a concrete strategic analyses of it, taking the Meizhou National Tourist Holiday Resort as an example.
