On The Construction Of Inner-party Democracy

The inner-party democracy of Communist Party of China (CPC) is a significant aspect of Chinese socialist democratic politics. To develop socialist democratic politics, we must treat the inner-party democracy as the guide so as to serve as an example and promote the people's democracy. It should be a road of democratization within the institution giving consideration to both inside and outside of the Party and integrating both its higher and lower levels with the focus on the development from top to bottom levels. All these are determined by the advanced nature, the ruling status of the CPC, the actual conditions of China as well as the inevitable conclusion of historical development. In face of the new century and situation, to strengthen the construction of ability of administration of the Party, to deepen the reform of political system, to tackle the impact of worldwide democratization tide, it is very indispensable for the construction of inner-party democracy. It is of great importance and urgency to develop the inner-party democracy.When we review the history of CPC, the construction of inner-party democracy has undergone a tortuous and arduous experience, in which there were successful experience, painful lessons as well as profound illuminations. In the new era, great achievements have been made in the construction of inner-party democracy. Nevertheless, some prominent problems still exist, which may induce great damage to the cause of socialist modernization construction and should deserve our serious attention.To enhance the inner-party democracy, it demands not only the definite aim, task, basic driving force and extrinsic environment bat also the specific development approach; not only the emphasis on the construction of democratic concepts and conducts but also the prominence of the construction of democratic system. In terms of institutional arrangement, we should adhere to and make perfect the fundamental system of the democratic centralism in CPC; establish and improve all the specific institutional systems; reform and renovate the institutional mechanism in the Party as well as rely on the institutional mechanism to ensure the paramount authority of the system so as to guarantee the sound development of inner-party democracy.
