On The Challenges Facing The Construction Of Socialist Democratic Politics In The New Era

After the Third Plenary Session of the 11th Central Committee, China has entered a new period of socialist construction, which is the critical moment. During this new era, the construction of political democracy in China has developed rapidly. However, at the critical moment of socialist construction, with the continuous development of socialist market economy and the arrival of economic globalization, democratic politics in China has come across the challenges from both home and abroad. As a result, democracy itself and the further development of society have been affected. Therefore, correct analysis of the difficulties and challenges in the construction of democratic politics and the relevant countermeasures will play an important role in the advance of construction of democratic politics and the total development of society.This issue will be expounded from five aspects:Part one: the main features of the new era of socialist construction of democratic politics. Socialist construction of democratic politics is developed rapidly as well as challenged in the new era. Then there must be specific knowledge of the new era. The most outstanding sign of the new era is advance with the times. The most obvious characteristic is reform and opening-up. The most prominent achievement is rapid development. Thus, in this historical background it is natural that the construction of democratic politics is facing great challenges.Part two: analysis of the problems facing the construction of democratic politics in new era. With the development of socialist market economy, our citizens'democracy consciousness, legal consciousness and autonoetic consciousness are continually enhanced, as well as the expectation for political participation. At the same time, it has shown the lack of supply of the democratizing democracy. On the one hand, citizens'expectation for political participation is increasing while the channels of participation are impeded. The regular channels are blocked, which will lead to the search for political participation out of system. As a result, the normal social order and national stability will be impacted. On the other hand, in the primary level of peasantry the deficiency of socialist democratic system also affects their political participation and the realization of their wish for autonomy. These problems will hurt peasants'political enthusiasm and block the development of political democracy in the primary level of peasantry, which will affect the general situation of the construction of political democracy.Part three: the expatiation of the basic demands for the construction of political democracy in new era. The consistent motivation of the political system reform in China is the modernization construction that centers on the economic construction. The purpose is to release and develop the periodicity and to mobilize all positive factors to serve for the socialist modernization. With the development of economic society, people's positivity in political participation is increasing continuously, which makes higher requests for construction of political democracy. Political construction, the same with economic society construction, has a problem of sustainable development. If our democratic practice isn't on condition of the development and construction of economic society, or based on the realization of people's political participation and the guarantee of the democratic rights, our socialist political democracy will not have the sustainability. Therefore, the socialist construction of political democracy cannot deviate from economic construction, the center of development. In the new era, we should avoid starting with the political democracy of narrowed meaning and dissevering the construction of political democracy from the integrated development of man and society. On the meanwhile, we are on the stage when economy is globalized and the western idea of democracy is introduced to China. We are being affected by Ecumenicalism and the Convergence Thesis of Democratic Development Models, which more or less have some negative effects on our democratic practice. Consequently, in the new era, one of the basic demands for the construction of political democracy is to animadvert on Ecumenicalism and the Convergence Thesis of Democratic Development Models to take the road of political democracy development in socialism with Chinese characteristics constantly.Part four: the analysis of the challenges to the construction of political democracy caused by the financial crisis. Under the influence of the financial crisis, a series of phenomenon has appeared that numbers of migrant workers return home, a great many graduates fail to find work, social security is in complete and quite a few people cannot afford to buy a house, to go to school and to go to see a doctor. If this series of bread-and-butter issues cannot be solved, they will evolve into political problems. So in order to safeguard the stability of society, actually the settlement of the bread-and-butter issues is the demand of fulfillment of political democracy. The financial crisis has led to a series of social issues. In order to solve the problems in time, we should enhance democratic decision-making and democratic supervision, fully mobilize the activity from all quarters of the society and widely listen to people's opinions. The democracy, scientificity and pertinency of decision-making should be improved to avoid decision-making mistakes. At the same time, the action of the government should be supervised by the common people to cope with the impact of the financial crisis effectively and avoid and reduce its effects on our economy. When the financial crisis breaks out, corruption is also the focus of people's attention. It is not only because the happening of financial crisis is related to the corruption in some western governments, but also our reply to the financial crisis has much to do with the settlement of corruption. To cope with financial crisis deliberately, we must advance the reform of political system. If political democracy is not developed continuously, it is no use talking about economic democracy. If the system of the restriction of authority is not set up in political system, it is difficult for the modern enterprise system in financial industry to set up. Because only a clean-fingered government that gains people's confidence can develop economy devotedly and take measures to realize the equality in society. Part five: the countermeasure of the socialist construction of political democracy in the new era. Our socialist construction of political democracy is facing one challenge and problem or another in the new era, but we should see the confidence to overcome difficulties in the crisis. As a matter of fact, overcoming difficulties itself is the opportunity of reform. In the new era, we should catch the opportunity contained in the crisis, change crisis into opportunity and search for the new countermeasures of the socialist construction of political democracy. Faced with the contradiction between the increasing of the appeal to political participation and the lack of the institutionalization of political participation, we should enrich the forms of democratic participation, broaden the channels of democratic participation to make it institutionalized and legalized. The construction of political democracy should be advanced with the safeguard of system. As for corruption, we should set up the system of the restriction and supervision of rights in a systematized and networking way. Internationally, in the face of the affect of western political democracy, on the one hand we should animadvert on the thoughts of Capitalism; on the other hand we should use the advanced achievements for reference to consummate our political democracy of socialism and to show the superiority of socialist system to the full.
