Harmonization Between Government Power And Citizen Rights In City House Renovation

City house renovation is an absolutely necessary issue in the course of the economic development, and it is concerned with the exertion of government power and the protection of citizen rights. The relationship between these two sides is not only the objective of administrative law adjusting, but also an important reflection of nationality and society relation. The dissertation is based on the theory of constitution and administrative law, analyzed the problems in current city house renovation, and also made assumes to direct the practical affairs.Chapter 1 is a brief introduction about the current situation of city house renovation in China and some outstanding conflicts in progress. Chapter 2 used the method of enumeration and sociology, made the conclusion on the types of conflicts based on some cases and data. Then in chapter 3, the reason of these conflicts between government power and citizen rights is discussed, referred to law and economical analysis, law theory analysis and also balancing. In chapter 4, the city house renovation management system in U.S. and HongKong is considered, contrast to our country. Chapter 5 is the focus of the whole dissertation, in which the author brought forward some assumptions and solutions to the problems, also made final conclusions.
