Research On The The Mode Of Compensation And Resettlement In Old City Reconstruction

With the rapid development of our society and economy,urbanization in China has been accelerating,urban planning is becoming more and more consummate,the city size has been further expanded,the transformation of the old city and the construction of the new city have blossomed and the urban renewal has been accelerated.Urban old dwelling house reconstruction as an important form of the transformation of the old city,for the city residents,is conducive to improving the living environment and the qualit y of life,however,in recent years the demolition of the contradictions brought about by urban old dwelling house reconstruction has become the focus of major media and the public attention.Through the Xiheyan rebuilding project in the Hepingli Street of Dongcheng District of Beijing,this paper attempts to study the problems existing in the reconstruction of the old city,especially the dilapidated house.The paper tries to discuss the methods of solving the contradiction and how to set up a fair and rea sonable urban resettlement compensation model.The demolition is a systematic project,involving a wide range of factors,a lot of heavy work,and extensive influence.During the demolition process there have been a number of thorny problems caused negativ e impact to the economic development and social stability,such as the sharp rise in the cost of demolition,relatively lagging resettlement work,the incomplete demolition compensation system,and the increase of unstable factors.The reasons for these problems are the rising costs of demolition caused by the rapid increase of housing prices,the lack of timely information disclosure,the interference of some "nail households" that seriously affects the progress of construction,the lack of public participation in the decision-making links of government,the resettlement policies that are not strictly implemented,the relative lagged resettlement work,the single relocation compensation method,the compensation standard inconsistent,the narrow scope of co mpensation,and the lack of housing evaluation.Based on the existing literature research and the Xiheyan practice case analysis,the issue of demolition and relocation seems to be the problem in the process of urban construction,but in fact it has deep administrative and institutional influence.Therefore,we should improve relevant policies and measures,clear compensation standards,properly resettle the masses,establish effective mechanisms to resolve the demolition conflict.What`s more,we should actively play the leading role of the government in the demolition work,change the government functions,enhance the credibility of the government,and truly realize the administration according to law,building efficient and pragmatic for the people's government.
