Sci-tech talent is high quality human resource. In the process of economy globalization, which owns the high quality, which can develop the human resource enough and win the advantage in world compete. After joining WTO, more and more business enterprises suffer the serious challenge on the managing of Sci-tech talent Especially in he high-knowledge companies such as consultation enterprise, IT enterprise, exist commonly the phenomenon which including shortage of tactics means, frequent employment turnover and increased cost in the management. So studying on the tactics of enterprise sci-tech talent is significant. In the last few years, research on the turnover of employment and encouragement mechanism has becoming the important and difficult problem in the management of human resource. Many scholars devote themselves on this field and make great efforts. This paper, taking enterprise sci-tech as the studying object, according to the character of sci-tech, firstly studies the principle of person behavior and analyzes general principle of company sci-tech talent turnover that unsatisfied with requirements will lead to the sci-tech talent' turnover. After that, it analyzes the characteristics of requirements of the sci-tech talent and points out that what differs the sci-tech talent' requirements from other' s is education level. This paper, through discussing the influence of education level to individual, the characteristic of mentality and the rule of behavior, profoundly analyzes the reason for the sci-tech talent' requirements differing from the other' s and the internal and external factors for the company sci-tech talent turnover. On the basis of the above, an empirical study on the sci-tech talent turnover is done. Based on the empirical analysis, the general rule that unsatisfied with requirements will lead to the sci-tech talent' turnover is proved. Finally, a theories model about enterprise sci-tech turnover is built and the cost of turnover is analyzed. On the basis of the above, the control tactic to the sci-tech talent turnover is presented, which can meet the higher requirements and reduce the cost of turnover of sci-tech talent.
