Public institutions play a decisive role in the process of China's economic development and social progress.For a long time,public institutions have attracted a large number of excellent staff,which has laid a good foundation for the development of public institutions.But now,public institutions are facing the problem of losing excellent staff.Generally speaking,the natural flow of public institutions staff is very normal,which can promote the rational allocation of social resources.However,if the staff loss of public institutions is too frequent,it will bring inestimable losses to the institutions.As a matter of fact,public institutions do not have advantages in staff selection and are not perfect in human resource management.In addition,competition for excellent staff from external industries and other units will easily lead to the rapid loss of staff.Bozhou High-tech Zone Administrative Committee,as one of the institutions promoting economic development and social progress in Bozhou,is also facing the problem of staff loss during its development.In recent four years,the number of staff turnover remains high and increases year by year.Almost all excellent staff have resigned,which affects the economic development of the institution.To address these problems,this dissertation adopts the methods of literature research,questionnaire survey and interview survey,and finds that the reasons for staff turnover of bozhou High-tech Zone administrative Committee are mainly due to the defects of management mode,performance appraisal,training development and incentive system.By referring to the researches of domestic and foreign scholars on staff turnover,according to Maslow's hierarchy of needs theory,equity theory,synchronous incentive theory,etc.,combined with the analysis and arrangement of the questionnaire results,the countermeasures to solve the staff turnover of this unit are proposed,which are to innovate the Bozhou human resource management mode,establish a fair and reasonable performance appraisal system,improve staff training and development,and improve the incentive mechanism..
