The small enterprises of China which experienced a development from scratch to mushroom, had entered a new stage, with the increasing maturation of a new model of doing business-CLUSTER.Because of their limited understanding of newly-appeared phenomenon of Hi-Tec Cluster, It is no wonder that they had lagged behind in management, research and development, the cultivation of employee's knowledge, and the capability of avoiding market risks. So it is hard for them to make use of the advantages outside, which are formed by the appearance of Hi-Tech Cluster, to develop their own patent of know-how, management experiences, the tank of employees, the channel of financing and marketing. Within a special business environment-Hi-Tech Cluster, except the competition of management, marketing, financing and technology, the challenges they facing more urgently are the difficulties in attracting and retaining of talent, which is a implausible fact wide-existed in small enterprises in Hi-Tech Cluster.The thesis all-angled analyses the features of our small enterprises in Hi-Tech Cluster, the characteristics of intellectual employees; and fully analyses the influencing factors in talent turnover and the influencing result of the talent turnover to the enterprises. Basing on all those mentioned above, the thesis has a full and deep exploring in attracting and retaining talent, and puts forwards a method, which had neglected by predecessors, that they can decrease the talent turnover fundamentally through the improvement of the organization structure . In accordance with the existing Cluster environment, the organization structure should be restructured, a net-work structure, which is suitable for the present development of business, should take place of the traditional one, and the flexibility of management improved, keep-studying organization introduced, more opportunities for employees provided. With all the motivation method, the employees will have the same goal and profit as the enterprises, make progresses along with the enterprises, and the problem of talent turn over will be settled, the competitive capability of the enterprises strengthened.
