Motivation should integrate static motivation and dynamic motivation. Static motivation focuses on the content to solve the cause of the behavior, while the dynamic motivation focuses on the process to solve the leading problem of the behavior. In order to meet the development of the market economy, our country has already changed into the system of public service from traditional cadre's personnel system, but motivation is still mainly on the static motivation which focuses on the content. Because of the change of the economic environment, politics, and cultural environment, unilaterally emphasizing the static behavior motivation exposes its drawback day by day .Especially in the leading aspect of the civil servant; the insufficiency becomes more and more protruded.So, it is an absolute trend of the developing and perfecting of the civil servant motivation to introduce and encourage the behavior leading in order to strengthen the dynamic behavior of the civil servant. This text has carried on the discussion to the feasibility that the civil servant of our country dynamic encouragement bases on analyzing the current motivation situation of the civil servant of our country, and also regard the expecting theory as main theoretical foundation to give some advise and imagination about how to process the dynamic motivation.
