While civil servants are concrete executors of the government's work, their working state and work quality are determine the level of government's managerial ability. How to restrain civil servants'action against discipline and reduce their less effective behavior, is a system problem that has not been sastifactorily solved for a long time. Therefore, to train a clean,high-efficient civil srevents'team has become a great subject that our government is now facing. The opposite motivation mechanism of civil servants can restrain their bad behavior by using the measurements of supervision,punishment,and warning etc, leading them to act to desirable goal of the government.but our government overweihts the application of straight motivation mechanism too much in the implementation of civil servant's motivation mechanism for a long time,and has ignored the function of the opposite motivation mechanism relatively,and various opposite motivation systems cannt be fulfilled, which makes civil servants'motivation mechanism lack a very impotant section.Due to the absence and effects of opposite motivation mechanism, on the basis of oue social characteristic of the new period, to explore actively how to construct the suitable civil servants'opposite motivation mechanism has become a urgent subject in civil servants'motivation mechanism research at present in our country.In order to reconstruct civil servants'opposite motivation mechanism and realize a clean, high-efficent government, this thesis use some research methods such as, historical demonstation, comparision, studying an exemple,etc. to study the issue,and it takes the relevant theorise of motivation as a theoretical foundation, studies relevant articles and attempt to find a new way in reconstructing the opposite motivation mechanism of civil servants in order to guide our future civil servants management practice better. Speaking spesificaly, the thesis defines the basis conception of civil servants'opposite motivation mechanism at first, thu limits the research range to civil servants'personal opposite motivation mechanism.Secondly, the thesis introduces and analyzes the basis theorise that support civil servants'opposite motivation mechanism. And then the thesis has explained the advantages and functions of civil servants'opposite motivation mechanism and the necessities to contruct that mechanism.based on the current situation of civil servants'opposite motivation mechanism in oue country, absorbing the advanced techonogies of developed country, the thesis gives some thought about the reconstruct of civil servants'opposite motivation mechanism of our country in the new period, making every effort to explore a kind of civil servants'opposite motivation mechanism that suite our national contition and culture and follow closely to the international tendency of the civil servants'opposite motivation mechanism, having probed into the principles and measures of the reconstructing tentatively. The content of the reconstruction includes not only the system designation of middle level, but also the specific operating thinking.
