Motivation is an important part of the organization of human resources management, in the modern organization and management, motivation become more and more important for its function. The most important of the human resources in the administrative system is civil servant, the enthusiasm and motivation is directly related to the realization of administrative efficiency and administrative goals. In recent years, civil servant motivation has more and more attention and concern.China’s western regions due to its geographical position, economic development lags behind, has long been regarded as the less developed regions, the level of development of political culture is also lagging behind other regions. In this administrative environment, civil servants play a very important role in promoting many kinds of social affairs. Junior civil servants in the west, work in county or township, directly facing the masses of the people, especially the peasants. They are the performer and facilitator of new rural construction and service-oriented government. Therefore, the effective motivate to junior civil servants in the western region, not only can fully mobilize the junior civil servants’ working enthusiasm, improve their efficiency, but also can promote social development of the western region. This has important implication for management and social.In this paper, Hangjinqi of Inner Mongolia is the research object, based on theoretical research and field research, analyze the situation of civil servant motivation of Hangjinqi, find out the existing problems, and analyze its causes, propose measures to improve motivation of junior civil servants in the western region. During the analysis, we found that the problem of civil services motivation of Hangjinqi are that unreasonable pay design, imperfect promotion channel, unsatisfactory training effect, unclear reward and punishment standard, unscientific assessment method and the work itself is the problem of insufficient motivation. The development of junior civil servant is constrained by the motivation environment, the motivation concept, the motivation system and the motivation method. Combining the important demands to junior civil servants, I think that we should optimize the motivation environment, innovative motivation concept, improve motivation system, innovative motivation method, to ensure that the motivation can have its full effect.
