Motivation is a process that the organization stimulates and meets the demands of person through valid system design according to one's own characteristic under the environment of certain culture, in order to enable it towards the course that is diligent of organizing the goal which is expected. The civil servant is regarded as national public administration and carriers and implementers of social public management, full play of enthusiasm its influence government organize implement administration and offer society service basic realization of executive function this directly, and implemented the result in every set principles and policies of governments at all levels. Our country starts in public department personnel encourage research and application of the problem relatively late, it is relatively less to encourage research of the problem to the civil servant, the study on problem is more superficial, solutions put forward comparatively generally have speaking of in general terms , weakness not strong of effectiveness. In the course of practising, because of lacking the feasible theoretical direction, the public department still follows traditional spirit to encourage in the encouragement to the civil servant for the incentive mechanism of the main fact, this kind of incentive mechanism has given play to the role of great encouragement under the particular social environment at that time. But as the society of China makes the transition, especially economic marketization, promotion with higher speed of democratization of politics and pluralistic process of culture, a traditional one encourage , expose, produce his drawback day by day with spirit for main cadre incentive mechanism of content.In view of this, this text through encouraging putting undue emphasis on spirit to encourage to the current civil servant ubiquitously in the course, shoulder and encourage being deficient , the morals encourage the function to encourage the analysis of questions such as function ,etc. while declining , ignoring , think , cause civil servant encourage , do one's best crux of the issue lie in lacking the reasonable human nature assumption at present, public department empty to melt in service theory, the public department encourages deviation of system design ,etc. In go on foundation that analyze to described above problem , put forward of our country civil servant thinking and tactics that incentive mechanism designed, think the settlement that the civil servant of our country encouraged...
