The system of reasonable draining contaminant and new technical method are all necessary, but current laws and regulations in China still follow the ones more than the years ago. It is obvious not adapt to the nowadays situation. The unclear limit of right to arranging draining contaminant as well as charge of draining are clear too.Concluded the three above, the paper established three suggestions to solvethe current situation: first, establish the managing format for reasonable drainage area. It is uniform control agency, and directly controlled by Party Central Committee, State Department, and to solve the problems across, the governments quickly and efficiently. Second, establish and sanity the laws and regulations for prevention and cure of water pollution of drainage area. It can offer the lawful basis for establishing uniform control agency, accelerate the separate regulation of seven water systems. Third, establish reasonable system of draining contaminant, combine the system and situation, to confirm the right of draining contaminant. Then introduce it to the market, and government hold on the macroscopic readjustment and control.The pollution problem of drainage area water is the important tache for sustainable development, China need not only to fetch in the advanced technique, but also innovate on the construction of legal system. With these, to form the long and efficient mechanism, and downright solve the pollution problem of the water of drainage area in China.
