Research On Public Participation Of Water Pollution Control In Harbin

Although the water pollution control of Harbin has achieved some results in recent years,it still falls far short of the expected goal.The reason is that the water pollution control of Harbin not only requires the coordinated control of government across departments and regions,but more importantly,the public must also join the ranks of common governance.Public participation helps to make up for the defects of the single control of the government.Therefore,how to build and improve the public participation mechanism in long-term water pollution control has become an important topic.Water pollution control is a long-term task to tackle,which requires the joint efforts of the public and the government.Without an effective and perfect public participation mechanism,the public can not fully participate in it,and water pollution control can only achieve half the effort.Domestic and foreign scholars on the public participation in water pollution control conducted extensive research and demonstration,but these studies are more scattered,fragmented,less studies systematically the mechanism of public participation in water pollution control and building.Reference domestic and foreign public participation in water pollution control in this paper based on the literature review of research,from the power stimulated mechanism,operation implemented mechanism,institutional guarantee mechanism constructed complete,the three aspects of the public participation mechanism in the system of water pollution control.This paper first introduces the present situation of water pollution and water pollution management in Harbin,and using the method of questionnaire and the way of theory analysis combined with the comprehensive analysis of the present situation of public participation in water pollution control in Harbin,summarizes the current problems of public participation in Harbin city water pollution control: the public participation and enthusiasm of lack of water pollution treatment;Lack of legal institutional support for public participation;The public has no clear understanding of the participants.The public participation mode is single,the scope is narrow,the participation channel is not smooth;The processof public participation is not continuous;The effect of public participation is not obvious.Secondly,the reasons of the problems are analyzed in detail from three aspects: power stimulated mechanism,operation implemented mechanism and institutional guarantee mechanism.Finally combining with the current existing problems and its reason,on the basis of theory of environmental right,environmental public trust theory,control theory and mechanism design theory puts forward solution measures,so as to build a complete mechanism of public participation in water pollution control in Harbin,provide effective Suggestions for Harbin water pollution control,public participation in water pollution control at the same time for other areas to provide reference and reference.
