The comprehensive study on the theories and cases shows that the manufacturing industrial clusters in the PRD developed from two modes that one is the FDI-driving clustering mode and the other is the local enterprise clustering mode. In general, the competitive elements of the manufacturing industrial clusters in the PRD are the lower-cost and integrated supply chain, the amalgamation of the formal system and the informal system, and the nuclear place enclosed by the market.Although the obvious competitive advantage of the manufacturing industrial clusters in PRD, there is some risk factors that includes the risk factor formed by the energy sources restriction and the simplex structure, the risk factor rooted by the outside-rooted and the outside-oriented characters, and the cluster-governance-dilemma risk.To decrease the risk and reinforces the competitiveness elements, it is necessary to build the durable competitiveness by strengthening the embedness of clusters into the local society, enhancing the innovative competence of the clusters, and improving the cluster-governance ability.
