With the development of international division of labor and under the circumstance of economic globalization and industry localization, SME (Small & Medium Enterprise) cluster growth, as one special spatial organizational form of the firm, put up extraordinary energy in the economic systems of nowadays world and attract deep attention from researchers and decision-makers in many fields. After more-than-twenty-year-old history of development, the industrial clusters have become fundamental character of regional economy. However, with increasingly intensify of global competition, the persistent development of these SME's clusters need to improve the competitiveness of the clusters, which mainly based on the consummation of the Cluster Cooperative Systems (CCS). Consequently, from the point of a view of corporation network which is different from the traditional economic development, focusing on the CCS, the dissertation mainly discusses the collective efficiency of clusters. First, through the analysis of the status and problems existing in the growing process of the SME's clusters in China, we show the academic and practical meaning of this study. Based on the previous research, we bring forward two conceptions of passive and active efficiency, and differentiate those from two dimensionalities. Then we analyze the reason for evolution of collective efficiency in clusters and the infection mechanism to competitiveness of clusters. After that, we advance a model of the Value Evolution of Collective Efficiency in the Clusters, through which we testify the active efficiency can low the trade cost and increase the cooperation revenue. Then we put forward the countermeasure of the consummating for the CCS and improvement of collective efficiency from different sides. At last, we make a demonstration analysis of the costumes clusters in Wenzhou of Zhejiang Province, and the conclusion and academic prospect are educed too.
