| A historically strategic transition in the Party's history is the working focus from the rural areas to the cities. And whether the Party can smoothly take over cities is the prerequisite and the important factor to the realization of the strategic transition. All the facts have proven that the Party can manage the relationship between revolution and construction, for it not only can lead the revolutionary fighting of the rural areas, but also can direct the economic construction of cities. Also, it has proven that the Party not only has the ability to lead China's revolution to success by pulling down "an Old China", but also has the capability of leading people to construct a new society by managing the cities well. On the basis of taking –over city policies, the thesis is meant to study on the theories and practices of the CPC's taking over cities in a comprehensive way, which, bear important learning values to the deepening study of the CPC's history. In addition to that, it also has immediate significance on the study of theories and practices of taking-over city of the Party. In this process, the CPC has made a successful taking-over of the city and efficient management, and has made significant achievements in the construction of regime, economy and culture of the city. In the meaning time, it has accumulated abundance experience. City's management that becomes more and more complicated can draw on its theories, policies and experience. Fairly known for "cultural city"as early as in the period of the War of Resistance Against Japan , Guilin, historically , was the heart of politics, economy and culture of Guangxi province, and it also the site of provincial capital of Kuomintang. Taking over Guilin is the important composition of the Party's taking-over. However, the study on Guilin's taking-over and the process of enforcing its policy can only be seen in a rather simple experience summary and informal essay, which are not fully expounded. Therefore, making a thorough study on it has become a necessity. In addition to the preface, the thesis consists of three parts. The first part traces back the preparations for taking-over Guilin, that is, the evolvement of the CPC's policies providing Guilin with systematic policy basis; the united front of the CPC in the early period promoting liberation; the campaign of"Hengbao"victory accelerating liberation; The establishment of Guilin Military Controlling Committee. Next comes that expounds on the major work in the period of taking-over Guilin and it covers pulling downing the regime of Kuomintang completely, establishing and developing the production of the city, taking over old cultural education undertakings, and washing away all the sludge and filth. Finally, the thesis makes good summary of historical experience in this special period. The period of taking-over has important significance in the development of Guilin: it lays a solid material foundation for restoring and developing national economy of Guilin; it enhances the consolidation between the CPC and different classes among society; it provides beneficial experience for its construction. Also, The important causes for Guilin's successful taking-over can be mainly concluded as follows: carrying out consistently the Party's policies on city's taking over and social transformation; putting it of top priority in protecting and developing productive forces while taking over cities; making full use of beneficial factors and consolidating the united front; a must for a country to possess solid material base and the ability to macro-control economy; maintaining excellent practices of the Party and keeping the good image among the masses. |
