| In 2019,General Secretary Xi Jinping,at the Central Committee of the Chinese People’s Political Consultative Conference and the celebration of the 70 th anniversary of the founding of the Chinese People’s Political Consultative Conference,highly summarized the ability of the CPPCC to perform its duties as political grasping ability,investigation and research ability,ability to connect with the masses,and ability to cooperate and work together.Strengthening and improving the work of the CPPCC in the new era points out the specific direction.The grass-roots level is the foundation,and the CPPCC’s ability to improve its ability to perform its duties must start from the foundation and start from the grass-roots level.In view of this,the current situation of the grass-roots CPPCC’s ability to perform its duties is particularly worthy of attention.The level of its ability to perform its duties will directly affect the overall performance of the CPPCC.Adhering to the empirical research method of "macro-picture combined with microcases",this paper takes the CPPCC in XS District of Guilin as a research sample,and attempts to analyze the political learning methods,research work forms,Innovative measures such as the establishment of duty performance platforms and the construction of linkage mechanisms,and further clarified that the political learning model achieved by the grass-roots CPPCC in the new era has achieved remarkable results,the social research pattern has been initially established,the ability to call on the masses has been continuously improved,and the multi-party solidarity work has been advanced in an orderly manner,etc.Practical results of performance capacity building.At the same time,the construction of the grass-roots CPPCC has fallen into the multiple dilemmas of virtual political learning,rigid research work,ineffective organization and mobilization,and "atomicization" of the main force.Based on this,this paper analyzes the weak political leadership,weak research mechanism construction,weak performance system effectiveness,weak negotiation platform construction,and the degree of public recognition that restrict the construction of grass-roots CPPCC’s ability to perform duties in the new era from two dimensions: endogenous and external.Due to factors such as low level and insufficient financial support,it proposes an optimization strategy for the construction of the grass-roots CPPCC’s performance capacity in the new era from four aspects:highlighting political orientation,improving research mechanism guarantees,innovating duty performance carriers,and consolidating endogenous forces.With the continuous advancement of grass-roots consultative democracy in my country,grass-roots political cooperation is one of the main bodies of grass-roots governance,shouldering the important mission of responding to the demands of all social classes for political participation,promoting the development of socialist grass-roots consultative democracy,and promoting the modernization of grass-roots governance,optimizing their ability to perform their duties.It is the meaning of building a powerful modern socialist country in an all-round way.Focusing on the direction of the times,the needs of reality,and the expectations of the people,we should constantly explore ways to optimize the construction of the grass-roots CPPCC’s ability to perform its duties.The largest concentric circles and the greatest common divisor of seeking grass-roots governance have gathered tremendous forces,and finally injected strong momentum into the realization of the great rejuvenation of the Chinese nation. |
