The Research On Public Security Administration Of Special Trades: A New Model Participated By The Third Force

Since the Reform and Opening Policy and the 14~th People's Congress of the Chinese Communist Party, and with the deepening of the reform of socialist political system and economic system, there have been enormous changes in the economics, polics, social structure and so on. From the perspective of the political system reform, a fundamental change in the function of the government is taking place. 'Unlimited government' is changing into 'limited government', and 'management-oriented government' is changing into 'service-oriented government'. From the perspective of the economic system reform, all parts of the socialist market economy, including the special subjects of public security administration such as some special trades and places, have entered a period of development faster than ever before. Thus an excellent soft environment for economic development is required from the public security administration government. And therefore, to keep pace with the political and social system reform, and to successfully accomplish the change from an 'Unlimited government' into 'limited government', a new model of public security administration in special trades must be put forward by the government as soon as possible.This study is a deep, society-oriented exploration of a new model of public security administration in special trades participated by the third force and based on the socialization theory. Firstly, the present researcher sets out from the actual practice of China's present public security administration in special trades, analyzing and summarizing the difficulties faced by the traditional administrating methods and the present administrating model under the new situation and new environment, and then suggesting a new model which is participated by the third force and society-oriented. Secondly, the researcher analyzes and discusses the feasibility of this new model. And finally, based on the present situation of China, the present researcher makes a though analysis of all the suitable participating forces, the major fields and tools in the public security administration in special trades, and then states the design and advantages of this new model proposed in this study.
