Since 2004,the national social situation and developments in the public security force,national police team at the Ministry of public security on 2004-2008 platform for regularized formally proposed to strengthen public security force after the regularization,regions,Governments at all levels in accordance with the instructions,in the middle of our reality to formalize the development and construction of public security staff.With further economic development in recent years,social problems also tend to be frequent and complex,the proliferation of social problems have seriously affected the stability and harmony of society,affecting people’s daily lives,ping an of China,beautiful China and China’s development goal of building a harmonious society also poses a challenge.So to maintain social stability and harmony is currently solved one of the major issues in our country.We know that the public security force is one of the important forces in maintaining social order,but at the current level of China’s overall quality and combat effectiveness of public security troops were not adequate to respond to frequent social situations.At this backdrop of societies in transition,strengthening the regularization of police-to improve the overall quality and combat effectiveness of public security force has become an inevitable choice.In the context of building an international tourism Island,as one of the central cities of Haikou city,have undertaken important missions.International tourist island of Hainan Province construction in addition to commensurate with political,economic and cultural environment,also need a stable social environment,but in the present situation,Haikou public security ranks as an important force in maintaining social order in Haikou City does not have the appropriate capacity to completely maintain order and stability in Haikou.Under the circumstances,provincial and party,carried out research on formalized the Haikou public security force is necessary.And based on the information collected,analysed,the author found that currently there is insufficient research on the team construction of public security research and study on standardized building of a contingent of public security is out of scale,carried out research on formalized the Haikou public security force in addition to the above practice is of great theoretical significance the significance.For this reason,this article will formalize the Haikou public security staff research is divided into the following sections.In the introduction,mainly deals with the relevant research background and the Haikou municipal public security force standardization on the research of the theoretical and practical significance,and five summarizes the current research on the topic,and introduces research methods.In the second part,explained the public security force standardization of related concepts.On the basis of data collection and analysis,article III phases described the historical development of standardization of Haikou municipal public security teams and,in the base addresses of the Haikou public security staff and regularized the status quo.According to the present situation the Haikou public security staff regularization problems were analyzed,and then explains the causes of the problems.Section IV article,on problems in the construction of the Haikou public security team and related causes,absorb from abroad on the basis of relevant experience in other provinces and cities,Haikou public security staff in the future appropriate regularization measures thought to Haikou in Hainan Province public security troops provide some solutions of regularized problem.
