Research On Promotion Of Public Credit Force Of The Public Security Organ

Since 16th Party Congress, the work of the public security organ has greatly changed. During this period, the work is considered best in the history and most regarded. It was also when the public security organ reformed most rapidly. The public security organ is an important tool of the people's democratic dictatorship, and the armed force of the administration of national public security and penal justice, which has important political and social responsibilities to consolidate the reign of Communist Party of China,maintenance the long-term peace and order of our country, and ensure that people's live and work is in peace and contentment. Many new problems have been brought to the work of maintaining state security and social stability by the new situations as follows: the national economic development and the faster steps of the reform and opening-up, the deep progress of building a well-off society in all-round way and creating a new situation of Socialism with Chinese characteristics, the various tasks of reform, development and stability becoming heavier, international situations changing profoundly and becoming more complex, world powers diversifying, the flexural trend of economic globalization, more and more innovative science and technologies, the rapid development of social communication. Further more, the criterion of the public security troops established by the Party and people is becoming higher and higher. So the public security troops are faced with new opportunities and challenges. As an organ, the policemen organ is a department of the executive body of the organ of state power, and is an important part of the Structure of the State. In our country, the policemen organ is named"the public security organ", which especially reflects its tenet of providing"public goods"such as social justice and public order.The public credit force of our government is rather good as a whole, but not so good in some grass-roots governments, departments and officers, and even worrying in very few local governments. If the police troop's activity blemished its public credit force, it would affect government image and normal operation of society, which involves both common problems of all government departments and problems only of the public security organ. As an important component of government functional departments, the public security organ is main force of public administrative management. The policemen are image representatives of government and strict tipstaffs, and their public credit force attracts more attention of the society than other government departments. They have more direct effects to the efficiency of administrative enforcements, government image, and people's faith in government, so they should show more justice and fairness. The problems in administrative government should be recognized, treated with reason, carefully analyzed, and then can we deepen reform and promote battle effectiveness and public credit forth of the public security work. Finally, the whole thought and countermeasures of constructing public credit force of government, suitable for Chinese, will be established, along with further study of theory of the public credit force of government functional departments including public security organ, continuous system reform and increasingly improvement of legislative system.Not only theoretical researches, but also practical efforts are needed to improve public credit forth of the public security troop. And I hope the working practice of public security troop under guidance of theory can achieve the goal of making contribution to the gradual promotion of general level of public credit force of government.
