With more and more intensive competition of market and products, the enterprises pay more attention to product quality. In order to occupy the products market and develop themselves, the enterprises should have low cost and high quality products. just as quality management expert , Doc. Juran said : "the 21th century is a quality century", so we can know the quality management is very important. in order to assure and improve the products quality, the enterprises often take some measures such as: the renewal of equipments (for example: change the common equipments to number control equipments); increase the number of inspector (including incoming material inspector, process inspector and final inspector); use the methods of control charts etc. it bring a considerable figure quality cost, so it reduce the enterprises'competence and profits. so the enterprises have to look for some means and measures to improve the quality and to reduce the cost by the suitable way. Quality management and cost control is the core of the enterprises management. In china, the quality management and cost control in the most of the enterprises are featured with outdated methods and low efficiency, which leads to low quality and high cost. That how to improve the products quality and reduce quality cost is the major problem in Chinese enterprises, we should make a concrete analysis between the costs and the benefits relationship, then we can find a moderate quality level. I believe it has great significance for our enterprises to improve their management level and economical benefits. Metallurgical industry belongs to technology-intensive and capital-intensive enterprise .it is a special industry for its quality management and quality cost control different from other industries. There are many researches on metallurgical industry's quality and cost management in the world now, but most of the researches are focus on tube steel,sheet steel and so on which belong to volume-produce. but the forging production belongs to lot-produce, its production process is often different for each lot, its equipments are often complex. So the production ways are different between volume-produce and lot-produce. The cold work rolls (we call it the rolls in the bellow) are very important tools used on the mill. The quality of cold roll affects the quality,cost and of sheet steel. the rolls are used by many mills. the forging industry are facing the situation: low production, lack of invest of human resource and management, low quality ,high cost etc.. the forged product quality and cost researches are very fewer now, in the view of the present situation, it is very urgent for us to make further research based on the BD company, which is quite practicable. The thesis is taking the background of the forging product situation and the problems of BD company, by using of quality management and cost control's concepts and theories, by using of quality management and value engineering's idea, by using the clues of finding problem, analysing problem and solving problem, by using of the tools of quality management and statistic analysis methods. it reach the purpose of solving the actual problems ,improving the product quality and reducing quality cost in the final. I hope these tactics and methods are not only have some reference value for BD company, but also have some reference value to other similar organizations at the same time.
