On The Influence Of E-government On The Quality Of Administrative Policy Making

Administrative policy-making, as the foundation of various administrative functions, is throughout the process of government administration.The rapid development of cyber technology, and especially the spreading and application of Internet have exerted significant influence on the political, economic and cultural life of the society. With the development of cyber technology and the redirection of economic system, society witnesses many-faceted values and value systems. This kind of many-faceted situation led to the increase of purposes, risks and uncertainties of administrative policy-making, requiring consideration of the difference of interest among different fields and parties. And this the new and higher requirement set for administrative policy-making. Traditional policy-making model will fail to take the heavy burdens of policy making.The quality of administrative policy-making is directly concerned with the outcome of government administration and the economic development of the society, determining the direction and effect of administrative activities. Fully taking advantage of the Internet, an important information source with speediness, wideness, openness, transparence and interaction as its characteristics, is the foundation and prerequisite of modern government scientific policy-making. E-administration makes it possible.Based on the fact that the rapid development of cyber technology has exerted significant influence on the political, economic and cultural lives of human society and E-administration is getting more attention and wider application in various countries of the world, and the summery and reference of previous research work on the issue of the democratization and scientification ofadministrative policy making, this thesis begins with the analysis on the flaws of administrative policy-making, discussing on the blow of E-administration to the administrative policy-making and the positive and negative influence of E-administration on accelerating the quality of administrative policy-making, by means of applying systematic theories and contrastive methods. It attempts to find an E-administrative policy-making model, which is based on E-administration and caters to our country's current situation, promoting the democratization and scientification of administrative policy-making and the increase of the quality of administrative policy- making. This, to some extent, provides some guidance on the practice of government administrative policy-making. Meanwhile, this is theoretically important from the perspective of the development of policy-making science in the information age.
