Evidence-based Policy Making which originated in evidence-based medicine is not only a relatively new topic in the field of theory and methodologies of public policy making,but also an important basis and measure of policy making in many countries of the world today.The traditional formulation of public policy relies on the will of elites such as the Chief Executive,which is contrary to the value of Science and democracy.With the awakening of civic awareness,the development of science and technology education and the establishment of service-oriented government,citizens and society have become increasingly demanding on the quality of government policy.Evidence-based Policy Making not only provides an opportunity for the development of theories and methods in policymaking,but also helpful for make better policy formulation on the practical level.Based on this,the research on Evidence-based Policy Making is important in the field of public policy.Through the literature research method,this paper reviews the origins and evolution of evidence-based policy making and focuses on the analysis of the characteristics and trends of evidence-based policy making in the field of public policy.Modeling of decision making is one of the characteristics of evidence-based policy making in public policy field.Taking this feature as a breakthrough point,the model of evidence-based policy making are divided into the process model,the system model and the functional model.Stripping out the structural elements of evidence-based policy making,analyzing the structural elements to well understand the process of evidencebased policy making.Further,we put the evidence-based policy making model under the framework of knowledge and examine the UK's chief scientific adviser system from the perspective of the matching between knowledge and decision-making power.Evidence-based policy making following the logic of matching knowledge and decision-making power which adjusting the allocation of decision-making power and optimizing the allocation of decision-making rights through knowledge differences.On this basis,the dialectical evaluation of evidence-based policy making is as follows.Evidence-based policy making not only enriched the theory and method of policy making,optimized the allocation of decision-making power,but also achieved the development and surpassing of the theory of limited rational choice model.On the other hand,evidence-based policy making also has some limitations such as the limitations of evidence,the challenges of big data and the alliance of knowledge and power.Evidence-based policy making has a huge space and potential for public policy and it is necessary to research.Evidence-based policy making as a new theory and method of policy making is a dialectical negation of the traditional theories and methods.It is both positive and negative.Evidence-based policy making enables policy-makers to formulate policies better by developing evidence-based thinking,evidence-based awareness constantly,and rebuilds the relationships between policymakers,policy researchers,stakeholders and evidence.At the same time,evidence-based policy making emphasizes the matching relationship between knowledge and decision-making power and optimizes the allocation of decisionmaking power through knowledge,which is important for constructing a reasonable policy-making model.
