The Research Of Public Policy-making Oriented To Quality Of Life

With the development of society and economy, people gradually find that the indicator of GDP which has been regarded as a model to measure national development and progress is more and more difficult to promote the harmony between human and nature and hard to assess the state of development of human society. More and more experts and scholars began to lash out at the blind worship of materials advance, which is advocated in economic theories and policies. Besides, they strongly questioned the development concepts which regard the economic development as the first. Just in this changing background, the quality of life issues attract more and more people’s attention. What is more, happiness, satisfaction and a series of studies of the Quality of Life continue to emerge.As a new social concept,"Quality of Life" has been widely penetrated into all aspects of social lives. The quality of life not only has taken the place of the economic aims which are suffering questioning at the policy level, but also imperceptibly changes people’s attitude and cognition on one’s life and self-development in the daily life.Public policies are made by the public sectors in order to improve the quality of people’s lives, which have strong publicity. With the development and progress of society, quality of life is increasingly becoming the focus of people’s attention, and becoming the social and public issue. In order to manifest the publicity, public policies should strive to solve the social and public issues especially for the quality of life. On one hand, public policies can affect people’s objective lives status and lives satisfaction directly; on the other hand, they can affect people’s subjective satisfaction indirectly with people’s living conditions improved.This paper selects the perspective of public policy-making, and with the help of scholars’previous studies conducts the public policy-making oriented to quality of life. In this progress, we should keep our study around the subject—Quality of Life. In the chapter1, we comb through the studies on public policy-making oriented to quality of life, with the purpose of raising our problem to study; In the chapter2, we define the connotation of public policies that are oriented to quality of life, analyze the basic elements, and learn from the system theory to build our model of public policy-making; In chapter3, according to the model, we analyze the current difficulties we encounter with when we are making policies; In chapter4, through the analysis of the difficulties, we can explore the public policy-making strategies which is oriented to quality of life;In the final chapter, we sum up the main viewpoints in our paper.
