At present our country is transforming from the planned economic system to the market economic system and from traditional agricultural civilization to the modem industry civilization. On one hand, the intrinsic system of standardizing is broken in transformation period of the society but the new system is not set up yet. It has left more change space for the administration behavior. On the other hand, in the transition interim, the social values have changed, public power becomes fragile by the abilities to bear of alienation masses, and stress the social influences of the turbulence of administrative ethics. In the field of public transaction management, diluted the engagement to the administration of external standard in transition period, thus challenges to the morals of administration. The turbulence takes place at government policy-making process, the administrational policy-making is not merely public administration foundation, and runs through the focus throughout the public administration. How to solve the turbulence of contemporary Chinese Government is very significant for policy-making, carrying out and carrying out of the government of ethics.Based upon the study of the western governmental theory and the study method of structure-function, this article briefly expatiates the status and function of administrative policy-making in the contemporary Chinese governmental process through studying the administrative policy-making of the contemporary Chinese governmental process, and analyses status quo and roots of separation between administrative policy-making and ethics. This article points out administrative policy-making system the turbulence of administrative ethics during the social transformation. Finally Part Three tries to construct the contemporary Chinese administrative policy-making ethics and conceives the paradigm of "Morality-Law" Mode.
