US-Japanese Alliance Redefined: Implications For Chinese Security

After the cold war had finished, along with former days archenemy-Soviet Union military threat diminishing, the conflicts between the United States and Japan gradually intensified. From then on, the US-Japanese Alliance was attended by the people all around the world. The United States and Japan, reconsidering their respective interests and the necessity to have reforming policies, realized the importance of reform of the US-Japanese Alliance and the need of its improvement according to the change of the world situation after the Cold War.This article, based on the historical evolvement of the US-Japanese Alliance, analyzes the way that the Alliance has been reinforced after the Cold War. Moreover, the influence of this reinforcement to Chinese security is also stated here. Meanwhile, the countermeasures that China should take are suggested and the illustration of the US-Japanese Alliance after the Cold War is put forward in this article.In the first chapter, the US-Japanese Alliance is introduced. The second chapter is about the historical review of the US-Japanese Alliance. This chapter comprises two parts: the first part is about the forming process of the US-Japanese Alliance; the second is about the important amendments added to the Alliance. In 1951, the "Treaty of Security and Safeguard between Japan and United States" was signed, which symbolizes the formal foundation of Security Assurance Framework between Japan and the United States, and symbolizes the establishment of the US-Japanese Strategic Alliance. After the first important amendments added to the "Treaty of Security and Safeguard between Japan and United States" in 1960, the Japanese status was enhanced. However, the basic structure of being protected by the U.S. military force was not altered.In the third chapter, the background, reason and the process of the redefinition about the US-Japanese Alliance are analyzed. This redefinition is possible under the situation that the US-Japanese economic friction becomes more and more serious, and that the Japanese deviation from the United States grows more and more obvious. In spite of the intensifying US-Japanese economic friction which is also affecting the political relationship, the United States and Japan manages to seek the common interests and mediate their disputes. The "The US-Japan Joint Declaration on Security: Alliance for 21st Century" in 1996, and the amendments to "Guidelines for US-Japan Defense Cooperation" on 23rd September, 1997 symbolize the completion of the US-Japanese realignment.The influence of the US-Japanese Alliance over Chinese security is statedin the fourth chapter. The scope of the US-Japanese security corporation was enlarged to Taiwan Straight and the South China Sea. Furthermore, the US-Japanese Alliance, after being redefined, had the cooperative deployment of the Theater Missile Defense to be the important military cooperation of the Alliance. All of these formed an extreme stress to Chinese security.The fifth chapter is about the prospect of Chinese security strategies. Facing the influence caused by the redefinition of the US-Japanese Alliance over Chinese security, I put forward some strategic prospect as following: first, stick to the independent foreign policy of peace, take positive steps to develop the Sino-US relationship and Sino-Japanese relationship, take part in the multi-lateral diplomacy, establish an impressive international image, and disprove the so-called "Chinese Threat"; secondly, reinforce the construction of the national security modernization; thirdly, promote the establishment of Northeast Asian security system.
